Cystoseira baccata, a biological quality element for the implementation of the Water Framework and Marine Strategy EU Directives, is a dominant species in the subtidal rocky bottoms of the Basque coast. As part of this issue and given the need to better understand the functional character of benthic rocky ecosystems and use them as a reference to anthropogenic changes, two samplings campaigns were conducted in 2014 and 2017. With the enforcement of the Water Framework Directive 2000/60/EC (WFD), policy makers are required to pursue the improvement of the use efficiency of the water resources in the agricultural sector. For this purpose, we suggest a methodology to perform an ex-ante analysis of the efficiency of water pricing policies, based on a two stage DEA technique, by which it is possible to disaggregate the technical and the ecological efficiency of the policy. According to our results, we found that, coherently with the WFD principles, the direct pricing methods show the highest levels of efficiency. Agricultural production is facing high requirements on nutrient runoff reduction. Furthermore, the reductions should by done efficiently. For instance, the European Water Framework Directive calls for cost-effectiveness from schemes of measures to fulfill the target of good water quality in European river basins. In this paper we analyse the implications of target level variation on efficiency properties of agricultural phosphorus abatement. We analyse the robustness of cost-effectiveness as the scheme of measures is adopted from another, identical river basin with different target level on total phosphorus abatement. Up to date, water management in Spain has been focused on supply approaches, with the result of providing consumers with this resource at a low price. Water Policy and Sustainability of Irrigated Farming Systems in Italy AgEcon

The objective of this paper is to provide an analysis of the sustainability of irrigated agriculture in Italy in the context of CAP reform and Water Framework Directive. The work combines scenario analysis, multicriteria mathematical programming simulation models and economic, social and environmental indicators. Five irrigated farming systems were considered: cereals, rice, fruit, vegetables and citrus. The results show the diversity of Italian irrigated farming systems and the trade-off between socio-economic and environmental performance. This highlights the need for a differentiated application of the Water Framework Directive, balancing water conservation and rural development objectives.
